Are there any "buffers"?

Details: 
I'm looking to mount this onto a square piece of chromed metal. Are there any rubber "buffers" inside the clamp that will keep this rod holder from scratching the chrome? Secondly, are there any "rod stoppers" in this holder to keep the rod from falling through the bottom?

the holders have a cushion material, but no real rod stopper if you want to mount vertical
