A: 
There are two halves. You have to take completely apart, place on the rod, then put the screws back on and tighten. Will hold line inline with spool and by tightening screws against the spool, you can increase the tension on the line.

No, it can be used on most medium action and above. Most ultra light poles have a too small diameter.
