Under Armour's warmest performance base layer, the ColdGear® Base 3.0 Legging for Men gives you exceptional temperature regulation and perspiration removal in frigid weather with minimal bulk. This base layer is a great choice when temperatures drop to low extremes and hunting movement and activity draws to a stop. Constructed of 95% 7.0 oz. Polyester and 5% Elastane, the Base 3.0's heavyweight ColdGear® fabric traps body heat with its maximum loft brushed inner layer and draws perspiration off the skin to the fast drying outer layer. Ergonomic flatlock seam placement increase comfort and freedom of movement, while reducing abrasion. ArmourBlock® technology fights the microbes, giving you moisture transport with scent suppression. Details: 
I have a 36" waist & 29" inseam what size will fit me. I know you probably don't have a 29" inseam, I'm more interested in the waist size.

Depends on what you are doing. If just out and about on a very cold day, a silk top and leggings work just fine. If hunting from a tree stand, I use 3 tops of differing weights and leggings.

In order to make it work for me, I use both base 1 and base 3 together. I found that it is a little rough to get on but if you don't move around alot its better. I stand hunt in temps from 70 down to 35 and I sit all the time.

To layer means just that. You layer your clothing. Depending on the degree of cold and length you will be staying in the weather, depends on how you layer. Traveling to Mount Washington in Feb. I used a medium base layer with a medium outer layer, then a gortex shell this was for the legs. I was plenty warm.
My core I did similar layering, but made sure I was able to remove layers if possible, in order to adjust my core temp. That is for extreme weather conditions. Not so extreme, layers are still important and more comfortable when done right.

Details: 
I kayak fish and usually have to briefly enter the water up to my thigh to launch and dislaunch and then pretty much the rest of the time I am dry. Would Under armour 3.0 work for me in 45-50 degree water? I also were neoprene socks and water boots.

im a 33 waist and got large .. it fits snug .. i could have gone extra large for a little looser fit.
but i say save the money and by a pair of $10 bass pro shops brand.. they are just as good.
