Sometimes the quality of bearings can be more important than the quantity. However, in Pflueger's case, the higher quality the reel, the more bearings they incorporate. In my experience, more bearings distribute the friction and work load resulting in a smoother performance.

Definitely better to have more ball bearings. Typically, the more you have, the smoother the operation of the entire reel. More bearings will also greatly maximize the overall life you get out of your reel.
