This item will come with a mount so you should not need to use the regular attwood holders.

The new Pro Series line of molded rod holders takes the Pro Series to the next level with the addition of the Combo Mount. Heavy-duty, deep-tooth gear lock securely holds rod holder in mounting base.

Yes, but the hardware that comes with the rail mount is cheap. If you get the rail adapters, go buy some quality stainless steel lock-nuts.
