Yes, if the beam width of your boat is 75". Then item 38-532-903-01 14'-16' LENGTH 75'' BEAM WIDTH will fit.

It does not say 100% waterproof but it is a WeatherSafe cover, so the rain should not leak through. Reading other customer review one customer say:
"rain settles in puddles everywhere", which you should be able to fix by adjusting the cover or adding a support pole.

Details: 
Mine came with 1 long white nylon cord and 2 black stretchy cords with hooks on both ends. Where do the black ones go and do you cut the long white cord to fit the rest of the loops?
There are no instructions and the pic on the box doesn't show the black cords or how the white ones are attached

With the elastic bands around the bottem they fit great and I do not think they will blow off while towing.

I would not - the mateial is very thin and with the flapping at highway speeds, I fear it would only be a matter of time befor it shredded.

I am not familiar with Key West, but from pictures on the web the console height is about the same as my Kenner hulled Nitro Bay. For 18' boat length, the 22' cover fit the beam at console with about 4" over hang on each side. Hope this helps.
