No....It does not cover the outboard. The material is acutally quite thin but appears fairly durable. It has held the rain out with no issues.

No, it does not cover the engine but does cover the transom and therefore the cables and hoses into the engine and steering. Not sure what the material is but it is lightweight and strong, not easily torn. Alot like what an EZ-UP tent is made of, maybe a little thicker. Lots of straps to carry the load.

The cover is a very high quality synthetic material. I have had custom covers made of similar material, and it lasted afout 10 years, only to be destroyed by very high wind.
