The magnification power (optics power such as the 9 in a 3-9x40) refers to the amount of magnifcation of the scope in reference to what you would normally see with the naked eye. In the scenario listed before (3-9x40), this scope has the ability to make the object you are looking at appear nine times closer than the naked eye.
