A: 
They are pretty short. I would out them at 3' or so.

But for where I fish it's perfect. And you can always just add line to the snap at the end if you need it deeper.

A: 
What my bro-in-law and I do is fish in the shallows for cats. So we'll cruise around and find a submerged tree--attach the drop line with our chosen bait on it and come back later to check it.

Be careful pulling them in--if you just muscle them in they can break free.
And don't be afraid to get in there to get them. I'm often hanging off the boat arms completely in the water wrestling these things.

you can put it under a jug or tie to strong branch that over hangs the water
